How about changing hitall from an inter-round skill, as bash/kick/shieldpunch/etc. are, to a main round replacement? When you do a hitall, it will take all the hits you'd normally get in that round and try to hit that many mobs. Perhaps up the number a bit, reducing the damage, by making the attacks...
