It's not a bug. The weapon doesn't let you hit past fire/coldshield with impunity. It does more damage to the mob as it attacks past the shield, but still does the damage back to you. The boost is highest at low levels, tapering off to the standard regeneration rates as you advance. Essentially both of your statements are correct; at high levels the recovery rates are unchanged except for the bonus while sleeping.

I'll have to look into how the previous correction is no longer working. Look for it to be corrected kinda soonish as RL permits.

Edit: Ok RL permitted pretty quickly. Don't know how the last fix got overwritten, but it'll be fixed on copyover/crash.

Most beams also include a saving throw once they strike. A few of the straight damaging beams don't come with a saving throw, but the more interesting effects have both a hit attempt and a saving throw upon the successful resolution of a hit.
