Obviously, while some procs are still, in theory, specific to certain items, the magic behind owning a procing weapon is gone. A "token" can be rewarded through a quest or zone that grants a specific or random enchantment. If you still have to quest or zone for it, then how is it any less...

Also consider that what you originally rolled for your character's stats will mean nothing, since the stat system is moving to point buy, and you will have to rework them anyway.
