I would like to suggest that the check for money when practicing be put after the check to see if you are able to practice the skill further. As it is now, if you can't practice a skill further, but the cost would be too high if you could, it says you can't afford to practice. I would like to see it say you cannot practice it further (rather than trying to scrounge up money, and then returning to the guild, only to see that you can't practice any more).
This should only affect low level players, but would be a nice change, and should be extremely easy to implement.

Something that I've suggested, and I'd REALLY like to see, is adding an asterix (or some other attention getter) to the skills that are practicible:

While this would make it perhaps spammy at some levels, it might be better to have the absense of the asterix means that it is praccable, so nest well with the 'can I use it' in the shop listings.
I do think this is a very good idea, however. I recently had to tell one who while being used to MUDding, was not used to Toril, that there was no way of knowing what he could practice in the guild.
