Artifacts: Who would, and Who wouldn't?

Didn't want to Hi-jack Corth's thread, and this isn't really a discussion. Just a simple listing to see who we'd be looking at.

Artifact = Avernus, Doombringer, Etc. Not a restring or a unique. We talking uber powerful artifacts like Corth mention's in hits thread.

Questions are:
Pro) Other then yourself, Who would you want to see have an artifact?
Con) Other then yourself, Who would you NOT want to have an artifact?

In both cases, think of some one who if they had one it would make you play more (either out of happiness or anger).
