So there are a few items that were clearly meant to stand out as items that fully protect you
against dragons:
a shimmering set of dragonscale robes
elaborate dragonscale robes
the mighty scepter of valhalla
the mystical circlet of the coiled serpent
the mystical circlet of the facile chimera
the scaled helm of the dragonkind
I would suggest the following:
a shimmering set of dragonscale robes 15%
elaborate dragonscale robes 10%
the mighty scepter of valhalla 10%
the mystical circlet of the coiled serpent 10%
the mystical circlet of the facile chimera 10%
the scaled helm of the dragonkind 15%
If not these items then what items ?

Along with the items Thrand propose to be changed, also mind upgrade resistance to other items that are made with dragonscales (quest or not).
Like :
Muspel dragonscales gauntlets, boots, greaves.
There are few more items that people can post if you are willing to change this.

I don't think items should have more than 10% per item unless it has lame stats on it like dragonkind.
I do think that certain tier items should have 10%, such as some of the items meant in here. Elemental mastery bracers is one that shouldn't.
Examples of 10% items:
Dcult robes
muspelheim dragon items
flaming/lightning earring

In EMS, there is a rule of 9's, that being relative to area injured or in question. It would possibly be a direct answer to this situation. Google + Rule of Nines.
