Different classes have different base saving throws. You only see the modifiers from spells and equipment in attributes, not the base values. Fighters and priests have traditionally been more resistant to paralysis in D&D so it stands to reason that their base saves against paralysis are probably better than a mage's or rogue's here.

I think the paralysis saving throw was descended from some sort of con-based test... so thus, fighters would resist most, followed by clerics, etc.

Zold, you probably want to try PWK only against those 20+ levels below you and expect results. Which is kind of funny, given that at that point you could probably kill them with one round of force missiles =)

Last night, my bored level 45 invoker cast pwk on a few shady smugglers in the tunnels of WD and failed killing 4 of them because they are "too powerful".....yet 1 force missile will kill them just fine.....guess which one I mem.

bah let me just spell it out for you guys. in arena, if you're lvl 41, you can pwk a lvl 50 as long as they're not vitted and have a low difference in hps. enjoy. no matter what the difference is, if you're vitted u can't be pwk'd for some reason.
