Due to a slightly smaller pbase, I think it would be beneficial to allow all races to group with one another. I think alignment should be slightly more of a concern (but not much).
I propose that a neutrally aligned person can lead any type / mix of group. A good /evil aligned leader can only be followed by (respectively) good / evil aligned followers if not "Lawful Good / Evil".
Maybe this would even encourage alternate leadership roles amongst people. For instance oh man Pril is leading but we really want Zoldren! Guess we need to appoint Ceda to lead.

The intent was to make it easier for people to group w one another. If my idea is flawed, care to add something constructive?

Your idea is flawed. Nowhere did I see that any grouping requirement would be a swift kick to cofen's nuts!
